step1 The company and shareholders get together and provide the Regulators with the price manipulation information
step2 Advise the regulator that if nothing is done then they will be taken to court. If it is a water tight case then a large Lawyer firm would do it
Pro Bono knowing that the regulator would have to pay costs and cop a large fine.
As an aside, it has been common knowledge since the 2008 GFC that the big banks in the U.S. have been manipulating the precious metals markets in an endeavor to keep PAPER prices down (while all the time there has been huge demand for the physical metal)
The regulators have been dragged kicking & screaming into finally doing something about it.
But here the rub, they are still doing it.
Bigger fines & JAIL time is the only thing that will stop these vampire squid.
