The key to your argument is two fold:

1) do they actually get a benefit that exceeds what non indigenous people recieve or is it just the method of distribution of those benefits;

2) if there is special treatment what congenital trait requires that extra benefit and is it a persistent dominant hereditary characteristic even in remnant ancestry.
