I was trying to define what an aboriginal actually is as atm it is just the first peoples (no issues there if they are connected to their country and their tribe/clan accepts them) but for other benefits it would be difficult to argue against and could be open to corruption in the future if valuable land and mining rights are in the picture. So potentially aboriginal groups could bring in others who are not aboriginal just married in relatives perhaps or vested interests.
the whole race identification is pretty much a furphy these days as we are all humans really and to separate each other out based upon some unmeasurable subjective approach seems very odd.
even to handing over of land rights to certain clans will be problematic in the future which aboriginal peoples will have to deal with when they negotiate mining or tourist deals and then try to share out the profits to each growing clan with more and more children coming into the clans.
anyway it is food for thought and open to corruption jus5 ask that Pascoe bloke!
