so just to be clear if I can put it another way just to see if I understand your logic:
Cocaine producers don't actually snort their cocaine, it sell's it to dealers and users who then use it in quantities beyond what is required. The problem therefore, is actually consumerism - people wanting and taking drugs on an unbelievable scale....
