    landlords are already fleeing the residential investment sector due to high level government controls, which gives the tenant more power than the landlord (particularly in Victoria and Queensland). So, any additional impost would be counterproductive, driving landlords out of the market, and tenants towards public housing (which is greatly diminished thanks to 10 years of LNP government) and sleeping in cars and tents.
