I should add that if the bags were 25kg that would probably be an issue with Workplace Health and Safety representatives/advocates.

thanks for the clarification, makes a lot of sense. My thoughts were it would be automated at a batching plant.
Or even automated to make the 20kg type bags of finished product sold at the green shed.
