I mentioned in another thread that yes Total Shorts Outstanding is low compared to the heavily shorted shares out there, so yes.
Its more the % of shorts sold of total volume that impacts these rises. We've had many days where shorts sold was the majority of shares traded. That does have impact.
Reality is, if we have a hugely committed group of buyers then it's irrelevant as shorts supply will unlikely meet demand when price moving up fast. But when buyers are cautious the price is easily manipulated down.
