I always try to use facts whenever available. Where there is missing information I speculate on appropriate assumptions and generally provide reasoning.

This is a common estimating technique i’ve used in my day job ( experience working on estimates for engineering projects ). As time passes and more information becomes available imprecise assumptions can then be replaced with facts.

That’s the great thing about the scoping study. Missing pieces so many of us have speculated on for 18 months will be replaced with facts.

We’ve to date though enough of a picture to get a general idea of what numbers might look like.

I will certainly be pleased when that SS is finally released. A feasibility study will then further improve level of precision on project economics.
