From living in China for the last few years, and knowing both Foreigners and Chinese within the Finance industry, I can assure you that if there is a deal underway or some important business situation they are not taking time off. Be it for Tomb Sweeping Day, Mid~Autumn Festival , Golden Week, Spring Festival/ New Year or Lantern Festival.
Happy for someone to say otherwise but this is my experience.
All stalling techniques in my opinion.
