I dont think you should under estimate black power. Aliko Dangote is the 23 richest man in the world and the richest dark skinned man. Even though he is from neighbouring Nigeria, he does have investments in Togo and throughout Africa. I think he would be consider as ‘one of them’ by African and Togolese

There are many of reasons why any of his involvement in Togo phosphate project should not go through, but from an outsider POV I dont think you would want to under estimate black power. It would be easy to get the locals chanting.
