It's more likely the delay relates to the Department Public Servants. I have a daughter who lives in Canberra and she tells me that Canberran's leave Canberra to head down the NSW South Coast in droves for the summer holidays (and other places, but mainly the South Coast apparently..). For the month of January it's a ghost town.....
Therefore, they would have only returned to work last week......
