Its seems to be pretty hard for the CXO brigade (repeating DARWIN FACTOR over and over again doesnt legitimise your deposit) to understand that the reason people are putting up with the sovereign risk of the DRC is because this has the potential to be a mammoth deposit. If it was a crappy surface pegmatite with no prior work, of course 99% of anyone currently invested would not risk it.
