I think the discussions on who will do what with HPA are a bit like sharing a skin from a bear that is still running in the deep woods.
The whole thing is far away, potential plant design needs to be finished and validated.
Plant construction will need to be funded, this will be expensive.
If JV is funding the HPA plant and further development costs income will be split, if only one side is funding the income will going to this side.
