if there is proven to be a minable niobium resource there im only guessing it will be well north of 10c and judging by the samples taken its definitely there somewhere but how much and if the samples on the surface are 14.3% it makes you wonder whats below that. if you think about it over time weather ,wind and rain etc errode away the top surface and this should make for the samples to be at there lowest point because its erroding the main source thats below ground level away. Also being a high surface grade could mean that its very shallow and not that deep bring mining costs down because your not moving thousands of tons of dirt to get to it, bringing the value of the mine up in a massive way. The niobium Ann is what attracted me to RR1 in the first place and im so glad i bought in.
