When read in context I would say -

1- We have no money because someone else has it. It might take along time to get it back, if we get it back at all?

2- This lack of cash reserves is a result of what was mentioned in the forensic accountant's report. (Also see 1 above)

3- With help, we are going to try and recap CTR.

4- If we can recap this we will exploit PEARL

5- The last few lines about D of VR, is there a bit missing?
