answer is use of the vpan (visa primary account numbers) as it relates to pass through wallets versus staged. no problems for pass through wallets. visa were/are cracking down on money washing risks (and focusing on game sites as part of that).
staged wallets make the routing and retail identity very opaque (BBAN's, IBAN's etc). so since mid 2000's Visa has been "angry" and protecting their rails from "bad guys" who may use staged wallets via low wealth /"pop-up" fintechs.
Seems odd that peeps are angry with Visa when they are trying to clean up the financial systems that they own.
