There is almost no way, unless all the components are already sitting in a warehouse somewhere, that this mine will be producing within 18 Months. The most you'll be able to get is DSO which given the logistical hurdles of transport from the site to port is unlikely and the other issues around DSO itself.
We're also constrained by the fact that we need a whole lot of power which needs to come from the as yet incomplete hydro power station.
