There are surely a lot of other potential government contracts if they make this work. Can be expensive to hire gov workers with poor systems. This is what private enterprise can do best. Find a way to tweak their current market offering to bring in new business looking after asylum grantees. It is an amazing amount of money to be managing for this kind of problem.
Imagine how much these issues are costing governments around the world. CTD could have created a big market for themselves, with little risk as they are ticket clippers and the gov is paying (depends on the gov involved obviously).
