Some companies will engage one project management company to do the whole thing and other s will engage a pack of consultants and labs to their pieces and tie it together.

It doesnt matter which route is chosen, it matters that the work is correct and acceptable to the ultimate bankers.

The pfs is expensive. The fs is really expensive.
