Id bet FLC have at least one more line under construction right now.
@ a cost of 1-2 mill and the potential sudden requirement for modules to fill orders from various parties in China alone, who wouldn't want the 46ish mill they have at hand going towards being ready to fill anything that's thrown at them in the very near future.
As EMC, they were working with RWL for a long time before it was released it officially to the market.
These guys are all over it.
