It's not "hype" that BP and the Western Australian government have. It's a track record of decades of actual work, actual industry. An actual workforce. Substance. ECT after decades, is still a concept advertised by press releases and ASX announcements. It. Has. Materially. Done. Nothing. So you're right, the difference between the grant recipients and ECT is indeed a matter of hype. Just not the way you meant.
