As to whether it's positive or negative, I suggest you research the company's history of capital raises over time and whether they have previously done any share consolidations.
Sometimes a consolidation can be positive as it elevates the SP out of the fraction of a cent range and into a range where more people may consider buying and hence increases liquidity.
However, sometimes it can be negative where there are further CR that dilute the register but the money raised doesn't result in positive news flow / drill results / MRE growth such that the MC doesn't increase at a greater rate than the share register.
