Licensees perhaps wanting to get in earlier to minimise upfront and DXB, whilst it may be confident of what the results might be, wouldn't know until mid March and so may prefer to have upfront cash now. If we had to read into the company's messaging about status and progress of negotiations this is the vibe I feel they are wanting to leave with the market. Again, all of this is speculation.
