I don't believe Theranos started off as a fraud. I am sure Elizabeth Holmes set out with a good intention too and believed that she could disrupt the blood testing industry as well. She just didn't realise how hard it was to turn the concept into reality and when things didn't work out with the machine, she didn't disclose it to the investors and kept on selling the dream.
