I don't know the steps in detail so cannot help with those questions.
I think the message is it will take time to work through these steps and expect future announcements e.g. concrete etc will be after that. Meaning we need a little patience and not expect things to just turn on immediately.
Of course if I am wrong and things happen faster then that is to the upside for all SHs.
