Re "WPL and FAR can settle at any time if they both choose to." The only way it which that can happen is for WPL to concede. WPL, thru their delay tactics has been hoping that FAR would have collapsed and gone away; but to their dismay, FAR are holding on. I think WPL and FAR would have unconfirmed gut feelings by now.
As Bullant suggested, it seems to be swinging FAR's way ATM, with end 2019 so close, WPL would have to make a move soon (as any move would take months to finalise) and hopefully not causing any disruption to the FID and Finance if indeed that is the bug bear.
