Compare Briggs to Caravel - Similar grade, smaller tonnage (for now), but probably better infrastructure. Simpler land ownership too - old cattle land at Briggs as opposed to operating wheat farm at Calingri / Caravel. Farmers will put up a fight to keep their land.
That being said, I believe the recent price action is purely speculation on the upcoming drill program at Bismarck. I doubt RIO is putting all this effort in on a deposit that wouldn't fit their scale.
CBY's JV partners are spending many millions of dollars farming into projects which may have the potential as a long-life copper/gold project/s.
Despite giving up 70-80% on these projects, recognizing that major porphyry deposits are measured in billions of $ - it may have been worth supporting CBY all these years.
