Employee expenses up more than revenue.
"Cost based" utilisation would suggest it excludes non-billable employees (aka overhead, management, administration).
Given the comment "Reorganised divisions to simplify and delayer the organisation" I would like to know what the ratio of billable to non-billable employees is?
