Looking at it from the other angle, maybe Shearer was cooking up another profitable CR with his friends at PAC, the board short-circuited it by voting for this downgraded production forecast, and he resigned out of spite.
I dunno, too many permutations and too much guesswork, all stemming from not enough information.
