They haven't used the word promised coz you don't use that phrase in business. However, they have clearly indicated to shareholders and the market at large what announcements are expected in 2022 and that the DFS is ready to be released.
JM said clearly it was ready to be released before the merger and in January after, when he thought the merger would be complete.
if companies can't meet those that's fine but you'll still have to give a timeline otherwise people won't invest. If you miss a target, and it happens, the market will decide if that's acceptable.
