I think that BHP actions say more about their assessment of their human resources than anything else. Their offer for Anglo includes the total human resources of the assets. They will only be considering the supply of top-level oversight. To advance HAV will require the supply/recruitment of almost a total exploration and construction/operational human team. Very different propositions.
