It all comes down to the market cap ( and sometimes the market cap is even a case of who cares ) and the structure of the register.
For example
EER : 3.2 billion shares on issue, but is able to move 1100 percent in a day (today in fact)
At $36 mill MC and cash, we will move easily when JV /funding is near
