I had that thought, too, but it seems very unlikely to me. I would say that 23 years of proven mine life are more than enough. What would an investor demand? 30 years +?
Honestly I think that the management "fears the own courage" (so we say in Germany) and just don´t really know how to proceed. They are more engineers than businessmen but in this stage they have to be the latter.
