Yes, ground level will be lower than before mining - but since it covers a very large area you can graduate this at the edges at a minuscule angle. The country in general here is undulating - so it will just be another slight hollow. Will still be perfectly fine for cropping / grazing. If I were ADN I'd actually make some areas a little steeper and deeper, and, after rains, these areas will become temporary swamps for water-bird and for the benefit of the overall environment.. Win/win williams.
