Unless they get a centerlink payment, i doubt government are in a rush to help fund a tile and toilet factory. I think they will need a large equity component if they ever wish to fund a mine build.
I'm thinking 50/50 split at best
who wants to take a risk on a tile/toilet mine/factory with no infra/cost/energy/labour advantage? probably the reason most have moved offshore.
