Pioneer Energy are the owners of Ecogas. More specifically Ecogas is a joint venture between Pioneer Energy Ltd and Ecostock Supplies Ltd. "The project is funded by Ecogas (with a significant investment from Pioneer Energy's owner, the Central Lakes Trust)" hence the first 3 thanks yous in that post.
As above the plant can be built and processing waste but they are not done until it hits certain metrics, its a biological process after all. It takes a few weeks for the bacteria to multiply, be considered self sustaining etc and get to the gas producing levels required to satisfy contractual requirements before it can be hand-balled over to whoever is providing O & M.
