No the 23 million is for exclusive rights only. Basically a payment to have use of the product so competitors cant have it. They could have sold manufacturing and then recieve a royalty for each unit sold but that way they lose manufacturing control and a better income stream. That is why the supply clause would be there and also knowledge of product.
