Or many of his other claims that never came to fruition.

But seriously, I think he might be purposefully overcommitting to put the Omani government in an awkward position. If he just waits on them, we get f*ed. But if he acts as if they will give the license, and does all the steps as if that were the case, they look bad whichever means less potential foreign investment for them.

But really I'm just purely speculating. I reckon Oman/PAM will drag their feet. We won't see a license issued until April.
