i think APA were the biggest bunch of either incompetents, pricks or both. i reckon COE paid APA too much and again they just did not care about COE - treated them like dirt and in the end i think the board just had to pay up to get these mongrels off site. progress now being made - slowly but shows it was no easy fix and still may need more expert input and troubleshooting - BUT COE incentivised to do it - APA could not have cared less it seems looking in from over the fence IMHO
