That's drawing a bit of a long bow I think. If foreigners make an offer for a local company and the board of directors of the local company recommends the offer, it's because they've assessed the offer and determined it's a fair offer based on their own assessment of what their company is worth. It's not because they're looking at the news headlines screaming "SELL" because a shorter said something negative about it. That may be how retail mum and dad investors decides whether to buy or sell their shares, but I guarantee you that's not how company directors determine the worth of the shares in their own company.
