    I agree with this analysis. Nothing matters in the end except approvals. It's really good to know that all the negotiations have ended and now just the rubber stamps are needed. But they are needed. Some context on the Locrian delay, as it's important to understand that correctly:

    This was not a permitting delay. So, it's not so much about there being different (political) times then and now. It's that the new Mining Rules were not approved until 2019 - it took a while for the authorities to draft and adopt these modern regulations, without which the mining law was not in effect. So no approvals could be issued. The previous owners ran out of money waiting for Myanmar to develop modern mining regulations, so it was nothing to do with bureaucratic delays or relations with MONREC. Now that those modern regulations are in place, there's a predictable framework for decisions to be made, which is benefitting Bawdwin and will benefit Locrian also.
