it’s not just the high level consultancies - there is a heap of money spent on non ongoings and contracts at the 4-6 level for clerical people. These are ripe for employing as permanents long before you have to attack the sort of people Tesserent provides.
a change of government always causes a bit of a hiccup while new people settle in and priorities change, but then it’s business as usual.
