The key to generating batch-to-batch consistency would not just involve measuring cell surface levels of TNFR1, but to also measure what happens to the MSC's after they are "activated" by IL1, which presumably will result in some anti-inflammatory or immune regulatory receptors being upregulated and/or proteins being secreted, since while TNFR1 is a critical attribute so too are the events that take place once MSC's are activated - all of which are linked through the same MOA.

MSB has previously generated some data (and already have assays) that would go some way to answering some of these questions, but they had previously been selective with what they investigated and relied heavily upon theoretical concepts rather than their own data. So the "substantial" data they refer to IMO is likely the large scale characterisation of these upstream processes across multiple batches and possibly the use of new assays to generate new data or to confirm the accuracy of existing assays. Whether or not new CQAs or assays will be proposed will likely be dependent on the results generated.
