Back in my day there was actually two commissioning periods. Cold and hot. Cold is equipment commissioned in its own right and working. They said they had that last year. Hot commissioning is running the process and commissioning it to nameplate which they didn't achieve.
The longest process I ever worked on during hot commissioning was a combined pickle / cold reducing mill that took two years to reach full name plate of 1M4 tpa.
