My take on the SS is that they are covering themselves with the end of September notifications to allow for other offtakes to come in, making the picture even brighter. If the latest LOI are put into the SS now and everything based on them, it would take very little at a later stage to “drop” in a new one, all the ground work and costs pretty much entered.
