What is really staggering about the note in the AR... that this is suddenly known

Isn't there a claim against the "Competent Person" doing the resource sign-off year after year for being not quite so competent not to realise this for 15 years?

If not him/her  we can't blame PGI staff because there is no "Competent Person" employed by PGI.  It is a little strange that someone on the team didn't have some idea though... afterall, isn't there a hot-shot quarry man on the team?  I believe it could be the guy who loved the Canarc project.
