Look at the appendix - the Pebbly Arkose and Upper Angwa are specifically described to be the 8½” hole section, with the targets above that described as the 12½” intermediate section. "In all likelihood" simply based on Pebbly Arkose being a relatively thin section, and drill rates. It is frustrating that the announcement wasn't clearer. If you think the possibility of a leak has been ruled out you're kidding yourself. On the plus side the leak looks like it could only have been a rigger saying there was no kick or similar.
