Two bits of logic missing.
One.
If the shorters borrowed the shares, sold them and are waiting for a lower price to buy them back (this is how it works) than they don’t hold any and can’t vote one way or another.
Two.
Why didn’t they vote the same way (against) for the other 4 resolutions?
