Your question puts me in mind of an old joke.
After a long preamble about other job candidates with various qualifications, the punch line is that the job candidate with an accountancy qualification is asked: "what's 2 plus 2?"
After furtively glancing around the room and checking under the table for bugs, the candidate answers: "What would you like it to be?"

More seriously, the following is from page 46 of the scheme booklet.
It confirms that the effective date fro capital gains (you lucky devil) is the implementation date, which according to the latest announcement, will be 1 July 2019.
A check of some old ATO rulings in other schemes confirms that it is the implementation date.

"6.2.1 CAPITAL GAINS TAX (CGT)
Under the Scheme, NetComm Shareholders will dispose of their NetComm Shares to Casa. ForNetComm Shareholders, this disposal will constitute a CGT event A1 (for Australian CGT purposes).The time of the CGT event will be the Implementation Date."
