Even if the SPP was oversubscribed it would take less an a day or two with a spreadsheet model to determine which existing share holders you wanted to give more or less to, or whether you just choose to split the entire CR equally amongst everyone who applied.
To take more than 7 days to achieve this looks mediocre.
